Coal Seam Gas Fugitive Emissions Submission

The Climate Institute welcomed the proposals of the Coal Seam Gas: Enhanced Estimation and Reporting of Fugitive Greenhouse Gas Emissions under the National Greenhouse and Energy Reporting (Measurement) Determination Technical Discussion Paper released in April 2013.

As noted in our previous submission and in the Pitt & Sherry literature review commissioned by the Department, methods of estimating greenhouse gas emissions from coal seam gas (CSG) extraction currently rely on methods devised for United States conventional gas, without any confirmation that such methods are appropriate for Australian CSG.

In addition, there is almost no publicly available empirical data on CSG emissions. The combination of these factors makes it impossible to know whether current estimates are accurate and risks substantial under-accounting and under-management of CSG emissions.
